What is Non-Attainment?
Durham Commute Trip Reduction Ordinance In 2000, Durham County and the City of Durham instituted a
Commute Trip Reduction Program that requires the participation
of employers with 100 or more employees. The county and city
contracted with Triangle Transit Authority to administer this
program and work with Durham employers.
The purpose of the program is:
- to provide education
and consultative services to businesses, industries, and
the general public on alternatives to the use of single
occupancy vehicles to commute to and from work;
- to provide information
on travel demand reduction strategies; to gather statistical
data on transportation usage;
- to set goals
on reduction of peak period single occupancy vehicle use
and average commute trip reduction in vehicle miles traveled;
- and to provide
a program of incentives, including yearly recognition, for
businesses and industries which excel in reducing traffic
congestion by implementing exceptional travel demand management
(TDM) programs.

Requirements for Major Employers
Each Major Employer with over 100 employees shall:
1. Provide all employees with information on alternate mode
options and required travel reduction measures and related
incentives.
2. Participate in a survey and reporting effort, as directed
and scheduled by the Lead Agency staff.
3. Prepare and submit a travel reduction plan to the Lead
Agency staff. The plan includes establishing a Transportation
Coordinator at your organization.
4. Submit your plan by the date established by the Lead Agency and pay the annual
$200.00 processing fee when billed.

Triangle Transit Authority administers the Durham Commute
Trip Reduction (CTR) ordinance as well as provides necessary
support for completing the Travel Reduction Plan. Triangle
Transit Authority staffs two TDM planners for support and
administration.

- An initial orientation to the CTR ordinance and assistance
in developing a Travel Reduction Plan
- A Transportation Coordinator Handbook, Model Trip Reduction
Plan, and sample survey
- Timely Lunch & Learn sessions for Employee Transportation Coordinators
- On The Move Newsletter
- Site visits by TTA Staff and provision of bus schedules,
brochures, and promotional materials about TTA’s services
- Public recognition for those employers who have met their
goals
- Ridematching service for matching carpool and vanpool participants
- A list-serv that provides information about events, programs, and other resources and opportunities for Employee Transportation Coordinators
