Durham Commute Trip Reduction Ordinance

In 2000, Durham County and the City of Durham instituted a Commute Trip Reduction Program that requires the participation of employers with 100 or more employees. The county and city contracted with Triangle Transit Authority to administer this program and work with Durham employers.

The purpose of the program is:

  • to provide education and consultative services to businesses, industries, and the general public on alternatives to the use of single occupancy vehicles to commute to and from work;
  • to provide information on travel demand reduction strategies; to gather statistical data on transportation usage;
  • to set goals on reduction of peak period single occupancy vehicle use and average commute trip reduction in vehicle miles traveled;
  • and to provide a program of incentives, including yearly recognition, for businesses and industries which excel in reducing traffic congestion by implementing exceptional travel demand management (TDM) programs.
